KARACHI: Chief Collector Customs North Imran Mehmand has issued an illegal order notifying large-scale inter-collectorate transfer and postings of BS-16 officers (including time scale BS-17).
Despite clear directives by Election Commission of Pakistan (ECP) that all transfers and postings should be avoided until and unless caretaker government is instituted. Once caretaker government is installed, transfers/postings can be made in accordance with the law and policy, ECP noted in a notification on August 10, 2023. Following this notification, all ministries, departments, divisions and FBR halted transfers/postings and circulated ECP’s directives thereon.
Surprisingly, Chief Collector Imran Mehmand on August 11, 2023 notified large scale transfers and postings in Pakistan Customs.
The ban on transfers and postings of government officials ahead of elections is a measure to ensure the impartiality and fairness of the electoral process. It is based on the principle that the government or any authority should not use its power to influence the outcome of the elections by favoring or disadvantaging any candidate or party. The ban also prevents the disruption of the administrative machinery and the continuity of public service during the election period.
