KARACHI: Revenue Division has imposed major penalty of removal from the service on the Officer of Income Tax Group (ITG/BS-17) Irfan Asghar on the charge of misconduct and corruption, according to a notification issued by the Federal Board of Revenue (FBR) on Tuesday.
As per details, the disciplinary proceedings had been started three years ago in the month of September, 2010 against the accused officer. He did not even attend the inquiry proceedings and did not submit any written defence/reply of the charge sheets within the given timeframe.
Eventually, after considering all relevant material and inquiry report authority came to the conclusion that the accused officer is guilty of inefficiency, misconduct and corruption under the Government Servants (Efficiency & Discipline), Rules, 1973, and they imposed a major penalty of dismissal from service under Rules 4(1)(b)(iv).
The notification said that he was on deputation to Ministry of Defence’s Department of Military Lands & Cantonment and posted as Additional Cantt. Executive Officer/Additional Rent Controller, Peshawar when he allegedly committed the acts of omission and commission.
However, Muhammad Younas Khan, CEO, inquiry officer has issued a show cause notice to Irfan Asghar for showing cause to why a major penalty of dismissal from services, may not be imposed upon him, a notification said. But “again he failed in submitting the defence/reply within stipulated period and has remained absent from duty as well.”
Moreover, since no reply was received from Irfan Asghar, the show cause notice was published in the newspapers dated July 5, 2013. Even after publication of the show cause notice he did not respond over it.
“Consequently, disciplinary proceedings were initiated against him under the Government Servants (Efficiency & Discipline), Rules, 1973 vide Charge Sheet No. 103(356)/2004/M-IIA/1399 dated September 30, 2010 and vide Additional Charge Sheet No.103(356)/04-M-IIA/1399 dated July 31, 2012 on the charges of inefficiency, misconduct and corruption,” it further added.
A copies of notification have been sent to all ministries/divisions, government of Pakistan, Islamabad, Ministry of Defence, Pak Secretary-II, Rawalpindi, Director General, (ML&C), Department Pak Secretary-II, Rawalpindi with the request to continue proceedings regarding embezzlement of funds and other irregularities against Irfan Asghar at the appropriate forums (FIA/NAB etc) and Irfan Asghar S/o Muhammad Asghar, Near Jamia Mosque Noor, Mohalla Islam Nagar Gujrat.
It is also mentioned, “Irfan Asghar (ITG/BS-17) shall have a right to appeal to the appellate authority as provided under the relevant rules.”
