ISLAMABAD: Islamabad High Court has ordered FBR to refer the matter of upgradation of the post of Principal Appraisers to BS-17 to management services wing of Establishment Division.
The background, leading to filing of instant petition, is that petitioners are Principal Appraisers which position at present is of BS-16.
Representation was filed by the petitioners and other Principal Appraisers for upgradation of the post from BS-16 to BS-17 and thereupon the Department i.e. Federal Board of Revenue recommended upgrdation of post of Principal Appraiser.
The petitioners include Principal Appraisers Asif Khan, Ms. Ishrat Ayaz, Hamood-ur-Rehman, Tariq Mahesar, Anjum Khan, Tariq Aziz, Noor Alam Durrani, Zulfiqar and Rashid A. Khanzada.
The matter was sent to Establishment Division and also to the Finance Division and in a joint meeting of the representatives of three Departments i.e. Federal Board of Revenue, Establishment Division and Finance Division, it was decided that in the present service structure, if the post of Principal Appraiser is upgraded, it would create anomaly hence matter be referred to the Services Management Wing (Establishment Division) fot removal of anomaly.
Learned counsel for the petitioners contended FBR is not referring the matter to Services Management Wing for removal of anomaly without any rhyme or reason.
It was contended that since all the Principal Appraisers are to be benefited from the upgradation hence it is not only for the petitioners but also for all the Principal Appraisers wherever in Pakistan.
FBR counsel conceded that the matter has not been referred to the Establishment Division.
Court has ordered FBR to refer the matter of upgradation of the post of Principal Appraisers to management services wing of Establishment Division.
It may be mentioned here that equivalent position in Inland Revenue of Superintendent has already been upgraded to BS-17 several years ago.
