Asem Iftikhar appointed Director IRS Intelligence Karachi

KARACHI: The Federal Board of Revenue (FBR) has posted Asem Iftikhar as the Director of Inland Revenue Intelligence and Investigation Karachi, as the board plans to tighten the noose around tax evaders and money launderers.

Asem Iftikhar is a well reputed officer and has served as Additional Director Inland Revenue Intelligence and Investigation in 2016-17. His jurisdiction is spread from Sadiqabad to Hub Chowki.

Asem Iftikhar is tasked to check sales tax evasion, income tax evasion, money laundering and bogus refunds, these areas were unchecked for a very long time.

It may be mentioned here that Inland Revenue I&I has so far failed in making any significant recoveries, and cases involving billions of rupees were suppressed in past for obvious reasons.

A list of 350 persons appeared in past regarding persons who had transferred huge sums of money to Dubai’s real estate sector, but these case were not pursued. Similarly, 280 persons were identified who had formed offshore companies, but only the political opponents were targeted, while no one else was touched. Similarly, several other cases were detected, but not pursued or concluded for obvious reasons.

It was known that IRS I&I officers/officials used to issue notices to taxpayers involved in wrongdoings, and after that the cases were shelved, probably because of the settlement made between the taxpayers and officers/officials.

The official said these notices were the primary weapon of the IRS I&I to harass, pressurize the taxpayers involved in wrongdoings, but no recoveries were affected. The official said that the new Director should keep an eye on all notices being issued to taxpayers and no notice should be issued without the approval of Director.

It may be mentioned here that IRS I&I has so far made only one significant recovery of around Rs6.0 billion from Dawlance.

Although cases were detected and notices were issued to hospitals, universities, schools, etc, but the cases were not pursued and no recoveries were made.

Sources said there were multiple lobbies operating in IRS, and Director Asem Iftikhar would need competent and reputed officers such as BS-18 officers icnluidng  Mujeeb A Nasir, Nadeem Ashraf Baig and Arif in his team, to live up to the challenge.

Federal Board of Revenue (FBR) on Monday notified transfers and postings of BS-17 to BS-20 officers of Inland Revenue Service (IRS) with immediate effect and until further orders.

1. Abid Mehmood (Inland Revenue Service/BS-20) has been transferred and posted as Director, Directorate of Intelligence & Investigation (Inland Revenue), Peshawar from the post of Commissioner, (Peshawar Zone) Regional Tax Office, Peshawar, according to notification received to Pakistan Revenue.
2. Muhammad Tariq Arbab (Inland Revenue Service/BS-20) has been transferred and posted as Commissioner Inland Revenue (Peshawar Zone) Regional Tax Office, Peshawar from the post of Director, Directorate of Intelligence & Investigation (Inland Revenue), Peshawar.
3. Asem Iftikhar (Inland Revenue Service/BS-20) has been transferred and posted as Director, Directorate of Intelligence & Investigation (Inland Revenue), Karachi from the post of Chief, Federal Board of Revenue (Hq), Islamabad.
4. Abdul Rehman Bullo (Inland Revenue Service/BS-20) has been transferred and posted as Commissioner Inland Revenue (Zone-II) Large Taxpayers Unit-II, Karachi from the post of Director, Directorate of Intelligence & Investigation (Inland Revenue), Karachi.
5. Ahmad Kamal (Inland Revenue Service/BS-20) has been transferred and posted as Director, Directorate of Intelligence & Investigation (Inland Revenue), Lahore from the post of Commissioner, Inland Revenue (Appeals-III), Lahore.
6. Muhammad Naveed Akhtar (Inland Revenue Service/BS-20) has been transferred and posted as Commissioner Inland Revenue Inland Revenue (Appeals-III), Lahore from the post of Director, Directorate of Intelligence & Investigation (Inland Revenue), Lahore.
7. Pir Khalid Ahmed Qureshi (Inland Revenue Service/BS-20) has been transferred and posted as Director, Directorate of Intelligence & Investigation (Inland Revenue), Hyderabad from the post of Additional Commissioner, Regional Tax Office, Hyderabad.
8. Pervez Ahmad Shar (Inland Revenue Service/BS-19) has been transferred and posted as Additional Commissioner Inland Revenue Regional Tax Office, Hyderabad from the post of Additional Director, Directorate of Intelligence & Investigation (Inland Revenue), Hyderabad.
9. Ms. Fakhryia Anjum (Inland Revenue Service/BS-19) has been transferred and posted as Additional Commissioner Inland Revenue Regional Tax Office, Peshawar from the post of Additional Director, Directorate of Intelligence & Investigation (Inland Revenue), Peshawar.
10. Abdul Rehman Khilji (Inland Revenue Service/BS-19) has been transferred and posted as Additional Commissioner Inland Revenue Regional Tax Office II, Karachi from the post of Additional Director, Directorate of Intelligence & Investigation (Inland Revenue), Karachi.
11. Hameed-ur-Rehman (Inland Revenue Service/BS-19) has been transferred and posted as Additional Director, Directorate of Intelligence & Investigation (Inland Revenue), Peshawar from the post of Additional Commissioner, Regional Tax Office, Peshawar.
12. Muhammad Amin Qureshi (Inland Revenue Service/BS-19) has been transferred and posted as Additional Director, Directorate of Intelligence & Investigation (Inland Revenue), Karachi from the post of Additional Commissioner, Corporate Regional Tax Office, Karachi.
