KARACHI: In an effort to enhance the efficiency and security of bonded cargo movement, the Directorate of Transit (HQ) in Karachi has introduced new Standard Operating Procedures (SOPs) for the sharing and tallying of scanned images of Transit and Transshipment cargo. This initiative, detailed in Office Order No. 94/2024 dated December 27, 2024, sets forth two robust methods to be implemented by all concerned parties starting January 1, 2025.
Under the guidance of Director Transit Trade, Mr. Fawad Ali Shah, and Additional Director, Mr. Rashid Munir Siddiqui, these new measures are expected to streamline the process and ensure greater transparency and accuracy in cargo management.
Method 1: Google Drive for Image Sharing
Upon the scanning of Transit or Transshipment consignments at the port of entry, the designated focal person will upload the scanned images obtained from the Terminal Operator to a specified Google Drive folder. This folder will be accessible to the Directorate of Transit Trade or the dry port of destination. The focal person at the port of destination will then download the images from Google Drive and perform a detailed comparison to identify any discrepancies. This method aims to create a seamless and accessible image-sharing platform that enhances the accuracy and traceability of cargo movement.
Method 2: Integration with WeBOC System
Simultaneously, the Appraising Officer at the port of entry will call for scanning documents in the WeBOC (Web-Based One Customs) system. The relevant Clearing Agent is responsible for uploading the scanned images into WeBOC, by acquiring them from the customs scanning staff. These images will be accessible to personnel at the port of destination through the Internal Auditor’s ID in WeBOC. This method ensures that the images are systematically tallied for discrepancies, enabling the authorities to take appropriate legal action if necessary.
These procedures are designed to bolster the operational integrity of bonded cargo movement, ensuring that all scanned images are accurately tallied between the port of entry and the port of destination. By leveraging technology and establishing clear protocols, the Directorate of Transit Trade is committed to fostering a more secure and efficient cargo handling process.
