KARACHI: The Federal Board of Revenue (FBR) has redefined the jurisdiction of Chief Collector of Customs Enforcement, and split Customs Enforcement Karachi into two separate collectorates including Customs Enforcement Karachi and Customs Enforcement Ports Karachi.

Customs Enforcement Karachi will be responsible for the following matters of customs relating to the Civil Districts of Karachi Division (excluding JIAP, Faisal Airbase, Masroor Airbase, Karachi Port, Port Muhammad Bin Qasim and SAPT), including Fish harbor, Karachi, Ibrahim Hyderi, Baghan, Jaati and Pakistan Customs – Waters;

  • Anti-smuggling and all preventive functions in the above-mentioned areas including Thatta and Sajawal districts;
  • Drug enforcement functions for whole civil division of Karachi (excluding Karachi Port, Port Muhammad Bin Qasim, SAPT and all ofldock terminals) and districts of Thatta and Sajawal and Pakistan Customs Waters;
  • concurrent jurisdiction for anti-smuggling and drug enforcement functions from Jiwani to Sir Creek;
  • all matters related to diplomatic bonded warehouses, duty free shops and state warehouses in the Civil Division of Karachi and districts Thatta and Sajawal;
  • central repository of all service related record and allied matters of Preventive staff;
  • Matters related to Custom House Karachi; and
  • All matter relating to the auction and disposal of goods.

Collectog Collectorate of Customs Enforcement (Ports) Karachi will be responsible for the following matters of customs relating to the Karachi Port, SAPT, Port Muhammad Bin Qasim and all off-dock terminals thereto;

  • Ships boarding, rummaging and port clearance including these functions at Port Muhammad Bin Qasim;
  • Drug enforcement functions at Karachi Port, SAPT, Port Muhammad Bin Qasim and all off-dock terminals
  • Unaccompanied passenger or personal baggage amiving at Karachi Port, SAPT, Port Muhammad Bin Qasim and all off-dock tenninals;
  • licensing and regulation of shipping agents, ship chandeliers, stevedores;
  • liquid bulk imports at Karachi port;
  • Port Control Unit at Karachi port, SAPT and PMBQ;
  • Monitoring of Gates of ports and off dock terminals located within the Collectorate’s territorial jurisdiction; and
  • All matters relating to the auction and disposal of goods.

According to a notification, Chief Collector of Customs Enforcement South, will have jurisdiction over Collectorate of Customs Enforcement Custom House, Karachi; Collectorate of Customs Enforcement (Ports) Custom House, Karachi; Collectorate of Customs Enforcement, Khuzdar; and Collectorate of Customs, Hyderabad.

Chief Collector of Customs Exports Karachi will have jurisdiction over Collectorate of Customs (Exports), Custom House, Karachi; Collectorate of Customs (Exports), Port Muharnmad Bin Qasim, Karachi; and Collectorate of Customs, Jinnah International Airport (JIAP), Karachi.

Chief Collector of Customs Balochistan, Quetta will look after Collectorate of Customs Appraisement Quetta; Collectorate of Customs Enforcement Quetta; Collectorate of Customs Appraisement Taftan; and Collectorate of Customs Gwadar.

Chief Collector of Customs Khyber Pakhtunkhwa, Peshawar will oversee Customs Appraisement Peshawar; Customs Appraisement Kohat; Customs Enforcement Peshawar; Customs Enforcement D.l.Khan; and Customs Enforcement School (CES), Peshawar.
