KARACHI: The Special Custom Appellate Tribunal (SCAT), allowing an appeal filed by Directorate of Intelligence & Investigations (DIT) ordered confiscation of goods which were released abusing facility of Green channel in import of billets.

According to details Directorate of I&I has challenged an Order in Original passed by Collector Adjudication. The case pertains to alleged fraudulent clearance of billets, L shaped angles of different sizes and U shaped channels, steel bars, iron bags and remeltable scrap under the garb of import of iron & steel remeltable scrap.

Pakistan Customs Port Muhammad Bin Qasim blocked a consignment imported from UAE. As of er declaration the consignment was declared to contain iron and steel meltable scrap weighing 156790 kilograms, re-rollable weighing 6000 kilograms. The Adjudication Collector passing Order in Original allowed release of goods in mutilated form at expense of owner.

The DIT challenged the Order in Original before SCAT. Khalid Rajper Advocate represented the DIT which allowed the appeal by setting aside the order of Collector Adjudication. The SCAT also ordered confiscation of the consignment.

However the respondent importer was given a chance to redeem goods on payment of fine equal to 35 percent of Custom Value under provision of SRO 499(1)/2009. The SCAT also directed the department to disallow the facility of green channel to the importer in future.
