KARACHI: The Director, Directorate General of Valuation, Pakistan Customs issued Valuation Ruling (VR 986 of 2016) for  second hand clothing, shoes, leather bags, jackets, belts, used toys, kitchen ware exercising powers conferred under section 25-A of the Customs Act 1969.

The determination came on a representation made by Pakistan Secondhand Clothing Merchants Association and other commercial importers of said goods  for revision of VR 836 of 2016. The entire exercise as per section 25-A was conducted including meeting with all stake holders, market inquiry etc. The competent authority then applied “Fall back Method” as provided under section 25 (9) of the Customs Act 1969 to determine the custom value of the goods mentioned above. The new VR determined value of second hand clothing from Korea to be assessed at a rate of US $ 0.64,  while from USA, Canada, New Zealand, Australia and Europe at US $ 0.36, Japan 0.38 . Far East & China 0.46, Middle East & Gulf 0.41 and other origins 0.41 US $ per kilogram.

The value for second hand leather bags, Jackets & Belts were determined to be US $ 0.93 from South Korea, USA, Canada, New Zealand, Australia & Europe 0.93, Japan 0.95, Far east & China 0.88, Middle East & Gulf States 0.77 and other origins 0.70 US $ per  kilogram. The Value for second hand shoes was determined to be at US $ 0.95 for South Korea, 0.74 for USA, Canada, New Zealand, Australia and Europe, Japan 0.76, Far East and China, Middle East & Gulf States 0.74 and other origins 0.70 US $ per Kg.

The value for second hand toys was determined to be US $ 1.02 for South Korea, USA, Canada, New Zealand, Australia and Europe, Japan 1.04, Far East & China, Middle East and Gulf States and other origins 0.82 US $ per Kg.

The value for used kitchen war was determined at US $ 0.84 to 0.73 for all the above mentioned regions.
