KARACHI: Chief Collector of Customs South has notified transfers and postings of Appraising staff in the region.
According to the details, Appraising officers transferred from MCC Appraisement West to different collectorates and directorates include Raja Mohammad Aslam and Aurung Ali Shah to Customs Valuation Karachi, Muzaffar Ahmed Abbasi and Ishrat Ayaz to MCC Exports, Anwar Zaib to IOCO, Altaf Ali Chandio, Imtiaz Hussain Shah, Malik Shahid Iqbal, to Directorate of Transit Trade, Taha Sher Behan to PCA, Rashid Qureshi and to MCC Port Qasim, Mohammad Haris Khan and Muhammad Ibrahim Palejo to MCC Appraisement East.
Appraising officers transferred from MCC Appraisement West include Muhammad Abbas Khan Saldera to MCC Exports, Syed Kamal Uddin to MCC Port Qasim, Asraf Bhatti to Transit Trade, Irshad Ali Shah to PCA, Sadiq Rafiq to PCA, Sadiq Rafiq and Javed Khan to MCC Port Qasim, Noor Elahi Khan and Arif Ahmed Khan to MCC Appraisement West, Noor Alam Durrani and Syed Farhan Mehdi to Customs Valuation.
Appraising officers transferred from MCC Port Qasim include Abrar hussain Shah, Maqsood Ahmed and Saeed Soomro to MCC Appraisement East, Qasim Shaikh and Habibullah to MCC Appraisement West, Muhammad Qamar Mubeen to Transit Trade.
Appraising officers transferred from Directorate of Transit Trade include S.M Wasi to MCC Port Qasim, Munir Ahmed Brohi and Muhammad Rahim to MCC Appraisement West, Jan Mohammad Akram to MCC Exports and Maira Gulrez to MCC Appraisement East.
Appraising officers transferred from MCC Exports include Gohar Siddiqui to MCC Appraisement East, Andul Lateef, Syed Riffat Ali and Qamar Jamal to MCC Appraisement West.
These transfers and postings should be notified every five year so that one officer could not be stuck to one position for too long. But, there are several officers who have spent decades in one collectorate or directorate. Officials on bad postings such as PCA, IOCO and MCC Exports, but they were not moved. Officials having connections and links get the posting of their choice. While officials in good postings i.e. MCC Appraisement East, West and Port Qasim also are not moved.
The top hierarchy of Customs comprise of honest officers but they are helpless against this unfair practice because of the connections of these officials. FBR should form a formula to ensure proper and automatic job rotation.
