KARACHI: The Directorate of Customs Intelligence & Investigation (enforcement) has recovered significant amount of government revenue, which was evaded through mis-declaration.
In pursuance of a credible information regarding clearance of load cells by mis-declaring their actual weight capacity, a LCL consignment imported by M/s. Oasis Traders Karachi was blocked after having been cleared through MCC, Appraisement (West), Karachi at BOML at gate-out to verify veracity of the information.
On-line scrutiny of relevant GD filed by M/s. Oasis Traders, Karachi through the clearing agents M/s. M.S Haider & Sons revealed that the goods were cleared after examination by the staff of the clearance Collectorate, MCC, Appraisement (West) as per declaration of load cells of weight capacity 10 kgs (200 pcs), 5 kgs (1150 pcs), 0.2 kg, 1.2 kg, 1.3 kg, 2.5 kg and 3.75 kg (7,150 pcs) at assessed values ranging $2.9/pc to $1.1/pc.
In order to verify veracity of the information, the goods were examined by the staff of the Directorate General in the presence of clearing agent’s representative and the goods were found to be load cells of various capacities. On the labels pasted on each type of load cells found weight capacities of 0.2 kg, 1.2 kg, 1.3 kg, 2 kg, 2.5 kg, 3.75 kg and 10 kgs were mentioned, however such capacities did not correspond to the material and size of each type. The importer was asked to produce relevant manufacturer’s catalogue in support of his declaration however he failed to produce any such catalogue or other supporting material.
The representatives samples were sent to Office of Controller Weights & Measures, Sindh for confirming actual weight capacities. Controller Weights & Measures, Sindh confirmed that all the samples i.e. each type of load cells were of maximum weighing capacity of 500 Kg against the declaration of 0.2kg to 10kg, which are assessable at $29.3/PC as per the Valuation Ruling No. 591/2013.
The Customs calculated evasion of Rs7.19 million for which a pay order has been received from the importer and the case has been forwarded for adjudication.
