KARACHI: The Directorate General of Customs Valuation has determined the customs values of self adhesive (transparent) BOPP / OPP tape and tape scotch brand vide valuation Ruling No.727/2015.
According to details, many representations were received in the valuation department for re-determining the self adhesive tape values for correctly reflecting international prices. Apart from this, the valuation department also received large numbers of complaints regarding the assessing staff for the reason that they were allowing different tare weights at different customs station.
Moreover, representatives of Karachi Chamber of Commerce & Industry also fervently thrown off balance on the issue of the confusion of net and gross weight at the time when the DG Valuation visited KCCI which resulted into the re-determination of the values of said goods.
Stakeholders meetings were held on Mar 19 and Apr 07 2015, which was attended by the representatives of importers, local manufacturers, Clearance Collectorate, KCCI etc for attaining proper feedback on the subject issue.
Moreover, it is important to mention that in the said meetings various issues with trivial details came into discussion including the prices of different raw materials, ratios between gross and net weight of self-adhesive BOPP / OPP tape.
Furthermore, the samples of different types of tapes in retail packing weighed in the presence of all stakeholders to determine ratio of weight with tare. During the meeting, all the representatives mutually agreed that in jumbo roll, tare weight of 02 percent is correct.
Director Abdul Rasheed Shaikh has notified the Customs values of self-adhesive BOPP / OPP tape (width exceeding 20 cm) under PCT Code 3919.9010.9090 are $ 1.91, $ 2.00 and $2.48 for China, Korea, UAE, Taiwan and Europe, respectively. Whereas, $2.35, $2.45 and $3.05 for China, Korea, UAE, Taiwan and Europe origin under PCT Code 3919.1090 for the customs value of self-adhesive BOPP / OPP tape (width not exceeding 20 cm of paperboard spool).
The Customs values of self-adhesive BOPP / OPP tape (width not exceeding 20 cm of plastic spool) under PCT Code 3919.1090 are $ 2.50, $ 2.60 and $3.25 for China, Korea, UAE, Taiwan and Europe, respectively. Whereas, Customs values of self-adhesive tape scotch brand (width not exceeding 20 cm) under PCT Code 3919.1030 are $ 6.00, $ 6.25 and $7.80 for China, Korea, Taiwan and Europe, respectively.
DG of Customs valuation has directed that in case of consignments imported by air, the assessing officer must take into account the differential between the airfreight and sea freight while applying customs values.
DG of Customs valuation has directed the Collectors of customs to ensure that concerned staff should apply the values given in the Ruling for goods description without any flaw and fail.
