KARACHI: MCC Appraisement West has forwarded certain proposed changes in the WeBOC system, which would reduce the burden from the Assistant Collectors and Deputy collectors of the assessment group and reduce dwell time of goods declarations (GDs).

The Assistant Collectors and Deputy collectors of the assessment group are overburdened with the workload.

The folder of document and examination approval/rejection is currently available with the AC/DC Group while randomly selected system GDs assigned to AC/DC which are already finalized and only out of charge is required.

In the present system, Appraising Officers mark GDs to Principal Appraiser and Principal Appraisers mark the same to AC/DC for assessment.

The proposed change will decrease work load of AC/DC Assessment Group and also minimize dwell time. This will also allow AC/DCs to concentrate more on their major areas of responsibilities e.g. supervisory role of monitoring through PRVs and 2nd reviews.

Accordingly, the folder of document and examination approval/rejection, currently available with the AC/DC Group, would be allocated to the relevant Principal Appraiser (PA) of assessment group.

The system will be modified to the extent that it should not forward those randomly selected system GDs to the AC/DC’s folder, which are already finalized and only out of charge is required.

Marking of GDs from AO’s to PA will be restricted to only those GDs where any exemption/concession is claimed and from PA to AC/DC assessment where provisional assessment is required.

If these changes are not implemented, it will adversely affect dwell time of GDs and overburden ACs/DCs, where the quality of work in their capacity as supervisory officers is being compromised.

It may be mentioned here that till 2005, principal appraisers had the authority of approval and rejection of documents and examination as well as the out of gate authority and the system was working quite efficiently.
