KARACHI: The Federal Board of Revenue (FBR) has initiated restructuring of Pakistan Customs, and formed one new Chief Collectorate along with three new Collectorates across country vide SRO No. 13(I)/2019.

The newly created office of the Chief Collector of Customs Enforcement at Customs House Quetta will have MCC Appraisement Quetta, MCC Preventive Quetta, MCC Gwadar and MCC Hyderabad under its domain. The Chief Collector of Customs Enforcement at Customs House Karachi will supervise MCC Exports Karachi, MCC Exports Port Qasim, MCC Jinnah International Airport and MCC Preventive Karachi.

The Chief Collector of Customs – North at Customs House Islamabad will supervise MCC Appraisement Peshawar, MCC Preventive Peshawar, MCC Islamabad, MCC Sambrial-Sialkot and MCC Gilgit-Baltistan.

FBR has also defines the responsibilities of certain collectorates. Accordingly, MCC Port Qasim will look after all cargo clearance for imports including temporary imports of all sorts routed through Port Qasim,  Qasim International Container Terminal (QICT) and all off-dock terminals situated in the Civil Districts of Karachi Central and Malir; transshipment cargo and its reconciliation; warehousing of goods in public and private bonds through above ports or off-dock terminal; and licensing of public and private warehouses and liquid bulk cargo located in the area of Port Qasim, excluding duty free shops and diplomatic bonded warehouses.

MCC Preventive Karachi will be responsible for the following matters relating to the Civil Districts of Karachi Division (excluding JIAP, Faisal Airbase and Masroor Airbase), the port of Karachi including fish harbor, Karachi, Ibrahim Hyderi, Baghan, Jaati and Pakistan Customs – waters:

Anti-smuggling and all preventive functions in the above mentioned areas including Thatta and Sujawal districts; Ships boarding, rummaging and port clearance including these functions in Port Qasim; Monitoring of gates and sealing and de-sealing of cargo containers including these functions at Port Muhammad Bin Qasim; Drug enforcement functions for all districts of Karachi and Pakistan Customs-Waters;

Unaccompanied passenger or personal baggage arriving at Karachi Port, Port Qasim and all off-dock terminals;  Concurrent jurisdiction for anti-smuggling and drug enforcement functions from Jiwani to Sir Creek; All matters related to diplomatic bonded warehouses, duty free shops and state warehouses in the Civil Division of Karachi; Licensing and regulation of shipping agents, ship chandeliers, stevedores and freight forwarders; Central repository of all service related record of Preventive staff; Liquid bulk imports at Karachi port;

Port Control Unit at Karachi port and Matters related to Custom House Karachi; MCC Jinnah International Airport (JIAP) Karachi will look after matters relating to Jinnah International Airport (JIAP) Karachi, Faisal Airbase and Masroor Airbase, namely: Clearance of import cargo including temporary imports of all sorts;

Monitoring of Air Freight Unit (AFU) at Jinnah International Airport (JIAP); Passenger traffic and handling of crew at Jinnah International Airport Karachi, Faisal Air Base, Masroor Air Base; Accompanied and unaccompanied baggage of passengers and crew; Monitoring of airports and terminal gates;

Sealing and de-sealing of air shipments; ground handling agents; warehouses owned and operated by airlines and duty free shops; postal appraisement of GPO Karachi, international mail office and other courier services; anti-smuggling and drug enforcement functions at Quaid-e-Azam International Airport Karachi, Faisal All Base, Masroor Air Base; Air Cargo Control Unit (ACCU); and aircraft clearance, boarding and Rummaging.

MCC Appraisement Quetta will look after all matters of Customs including export, imports, temporary imports of all sorts (excluding anti-smuggling operations and transit trade) in the province of Baluchistan and the Provincially Administered Tribal Areas of Baluchistan excluding Civil District or Gwadar, Kech, Panjgoor, Lasbella and Awaran and including the Custom stations of Taftan, Shaighalu, Kachau, Gulistan; Nokhundi, Gaznali, Dalbandin, Chaman, Badini/Nasai, Zhob, Anam Bostan, Qamardin Karez and Katagar (Mashkhel);

NLC Dryport Quetta; Railway Dry-port Quetta, Licensing of all type of Customs Clearing Agents/ Bonded Warehouse i.e. Private/Manufacturing/Public, duty free shops, diplomatic bonded warehouses; duty tax remission for export (DTRE); Export Processing zone/Export Oriented Units; issuance of user ID to all users of WeBOC; auction/destruction of goods relating to the above stations: and legacy issues of erstwhile MCC Quetta including financial securities, arrears or recovery and litigation.

MCC Preventive Quetta will look after all anti-smuggling and preventive operations Including the field units i.e mobile squads and check posts located in the Divisions of Quetta, Naseerabad, Sibi, Zhob, Kalat (including district’s of Mastung, Kalat, Khuzdar, Kharan and Washuk;

All matters including imports and exports at Quetta International Airport; Clearance of accompanied and unaccompanied baggage at Quetta International Airport and land customs Stations of Baluchistan; GPO Quetta; Investigation & Prosecution Branch; auction and destruction of goods; all matters relating to warehouses owned and operated by airlines and state warehouses within the territorial limits of the Baluchistan; Sealing and de-scaling of cargo and monitoring of gates; Central repository of all services related to record of staff; and matters related to Custom House Quetta i.e. security, allotment of residential accommodation, construction, change in building structure, horticulture and Custom House Library.

MCC Appraisement Peshawar will look after all matters relating to import and export; Customs Dryport at Peshawar; all Customs stations in KP/PAT including Shabqadar, Bakka Khel, Azakhel, Tank, Thall, Torkham, Shahi (Upper Dir, Nawa Pass, NLC Terminal Jamrud, Terimengal, Kharlachi, Shaheedano Dand, Shergarh, Burki, Lawara Boya Datta Khel, Angoor Adda, Khand Narai, Khapakh and Ghulam Khan;

Container Freight Station Amangarh, Container Freight Station (MLC) Amangarh; licensing of all types of Customs clearing agents, bonded warehouses; Duty Tax Remission for Export (DTRE); Export Processing Zone, Export Oriented Units, Issuance of user ID to all users of WeBOC. and Auction/Destruction of goods relating to the above stations and legacy issues of erstwhile MCC Peshawar, including financial securities, arrears or recovery and litigation.

MCC Preventive Peshawar will look after all anti-smuggling and preventive operations including the field units i.e. mobile squad/check posts located within the entire Khyber Pakhtunkhwa; all matters including imports and exports at Bacha Khan International Airport Peshawar, Peshawar Airbase; Clearance of accompanied and unaccompanied baggage at Bacha Khan International Airport and land customs stations of Khyber Pakhtunkhwa; GPO Peshawar; Investigation & Prosecution Branch; Auction and destruction of goods; all matters relating to warehouses owned and operated by airlines and state warehouses within the territorial limits of the Khyber Pakhtunkhwa; Sealing and de-sealing of cargo and monitoring of gates; central repository of all services related to record of staff; and matters related to Custom House Peshawar.
