KARACHI: The Customs Classification Committee, headed by Zeba basher Ahmed, has defined PCT heading 7408.1100 as most appropriate for the classification of ‘Continuous Cast Copper Wire in Coils’ and ‘Electrolytic Copper Rod 8mm diameter in Coils’.

According to details, M/s GM Cable & Pipes (Pvt) Ltd, Lahore imported a consignment of continuous cast copper wire rod in coils having 8mm dia, from UAE and sought clearance under PCT 7407.1020.

Collectorate contended that rods have been defined as rolled, extruded, drawn or forged products, not in coils; while wires have been defined as rolled, extruded or drawn products in coils.

Meanwhile, M/s Fast Cables Limited, Lahore imported a consignment of Electrolytic copper rods 8mm dia in coils in coils claiming the assessment under HS code 7404.1020. The imported goods were in coils exceeding 6mm dia, therefore classified by the Collectorate under PCT heading 7408.1100. The importer filed an appeal before Colelctor (Appeals) Lahore.

The Collector directed to release the goods provisionally after securing the differential amount in the shape of bank guarantee.

The Committee discussed the case thread bare on the basis of record available, sample presented, explanatory notes and General Rules for Interpretation.

In view of clearly defined difference between rods and wires, the Committee concluded that ‘Continuous Cast Copper Wire in Coils’ and ‘Electrolytic Copper Rod 8mm diameter in Coils’ are most appropriately classifiable under PCT Heading 7408.1100.
