KARACH: Federal Board of Revenue (FBR) has received nomination of officers from different collectorates against the five posts at World Customs Organization Secretariat (WCO).
The posts at the WCO are included: Technical Officer in the capacity building directorate; technical officer in the compliance and facilitation directorate; two technical officers in the tariff and trade affairs directorate; and information system officer in the information systems and telecommunications services.
The job description of technical officer in the capacity building directorate will be included:
— Provide capacity building support and advice to members in various areas of organizational development.
— Achieve results in WCO capacity building projects (project management).
— Support, further develop and deliver the WCO leadership and management development programme and provide capacity building support to members in the broader area of human resource policy and development.
— Act as a regional development manager for one of the region of the WCO by closely co-operating with the members of the region, the Regional Office for capacity building and the regional training centers and regional stakeholders in the area of capacity building.
— Co-ordinate and manage regional development initiatives and provide support to WCO capacity building regional structures (ROCB and RTC).
— Develop and maintain WCO customs capacity building instruments and tools.
Write capacity building policy papers especially for the WCO policy commission and capacity building meetings.
— Develop initiatives, research and strategies to promote capacity building in the customs administration of developing and least developed countries.
— Represent the WCO at meetings and other fora.
The job description of technical officer (compliance/enforcement) in compliance and facilitation directorate will be included:
— Under direction from the deputy directorate of compliance and enforcement, manage the efficient day-to-day administration of programs associated with enforcement in general and especially in a variety of areas such as drugs and precursors, commercial fraud, money laundering and environmental crime.
— Draft policy and procedural documents and under take studies and analyses on customs legislation, and activities associated with international cross-border compliance and enforcement controls.
— Coordinate cross-border enforcement operations at international level agreed by members.
— Prepare working documents and briefs for the policy commission and council and draft documents for chairpersons and on cross directorate matters associated with meetings of technical committees and prepare reports on those meetings.
— Design and deliver training and technical assistance in the area of customs compliance and enforcement utilizing tools such as the revised Kyoto Convention, SAFE framework of standards, the CEN computer network and other technical documents prepared by the WCO for the guidance of members.
— Represent the WCO at meetings, with customs administration, other international and regional organizations or in intergovernmental organizations that have international cross-border compliance/enforcement interests and responsibilities.
— Develop productive working relationships with the private sector, other organizations with observer status at the WCO to ensure that stakeholders’ needs are considered, where necessary, during the development of policy and procedures.

— Advise on policy issues and complex technical matters relating to the harmonized system and classification including the preparation of documents on such matters.
— Research and study questions under consideration including drafting relevant documents and preparing letters and reports on particular aspects of the directorates work.
— Draft amendments and prepare updates to the harmonized system, the explanatory notes, the compendium of classification opinions and the alphabetical index.
— Represent the WCO at meetings of other international organization which deal with questions relating to work of the directorate.
— Prepare and deliver lectures in his/her fields of specialization, at training courses, seminars etc held at WCO headquarters or elsewhere.
— Prepare working documents and briefs for the policy commission and the council, assist with preparation of documents for chairpersons and cross-directorates matters associated with meetings of technical committees.
— Draft article for WCO publications and those of other international organizations.
— Act as rapporteur in meetings of WCO committees, etc.
The person appointed will also be required to perform such other duties as may be assigned and may be subject to reassignment within the WCO secretariat.
