KARACHI: The Federal Board of Revenue (FBR) has warned several officers of Inland Revenue Service (IRS) and Pakistan Customs Services (PCS) who are not submitting the declaration of their income, assets/liabilities since many years and the performance allowance of such officers would be discontinued after June 07, 20013 who fail to complete the declaration of assets up to June 30, 2012.
According to para 2 of Guidelines for Performance Allowance 2012, completion of declaration of assets and liabilities is the pre-requisite for the entitlement of Performance Allowance (100% of basic pay of the officer).
As per para 12 of Government Servants (conduct Rules, 1964) and further explained by Conduct, Efficiency and Discipline Chapter of Esta code 2010, every Government Servant is required to submit declaration of his income, assets/liabilities on the close of every financial year i.e. June 30, by July 31 each year.
The Board has noticed that the above requirement has not been fulfilled by many officers of IRS/PCS since many years, which is clear violation of the Conduct Rules, 1964.
