KARACHI: The Federal Board of Revenue (FBR) has merged several BS-16 posts in Pakistan Customs and declared a couple of posts as dying cadre, however Principal Appraiser and Superintendent, which is the most senior cadre in BS-16 would remain in place as it is.

According to a notification, the post/cadre of Inspector Customs and Intelligence Officers (who also carry combined seniority on all Pakistan basis) have been merged into one cadre and renamed as ‘Inspector Customs/Intelligence Officer. They will be called Intelligence Officer during posting under the Directorate General of Intelligence & Investigation-FBR and Inspector Customs while posted in rest of the Customs field formations.

Presently, the cadres of Appraiser and Valuation Officer are maintained as two separate cadres with separate seniority. It has been decided to merge both these cadres into one cadre to be called as ‘Appraising/Valuation Officer’ with combined seniority. They will be called as Appraising Officer while posted on appraisement duty and during posting on valuation duty, they will be named as Valuation Officer.

Before upgradation, the post of Examiner was in BS-14 and it was also a feeding post of Appraiser (BS-15). After upgradation back in 2013, both the tiers were  placed in BS-16, Therefore, to address the anomaly, it has been decided to merge the Examiner tier with the Appraiser, which has been renamed as Appraising/Valuation Officer.

On merger, the task of examination of consignments etc, presently done by Examiner will be added to the job description of Appraising/Valuation Officer. Upon merger of the three posts, the incumbent will carry combined seniority.

The tier/post of Deputy Superintendent, Sr. Intelligence Officer has been declared as dying post/cadre. The existing vacancies as well as future vacancies to be occurred on retirement/resignation etc in the cadre of Deputy Superintendent, Sr. Intelligence Officer will be converted as Inspector Customs/Intelligence Officer automatically.

Similarly, the tier/cadre of Inspector Preventive Service in MCC Preventive Karachi has been declared as dying post/cadre. The existing vacancies as well as future vacancies to be occurred on retirement/resignation etc in the cadre of Inspector Preventive Service will be converted as Preventive Officer automatically.

New recruitment rules for these posts have been framed and the old recruitment rules have been abolished.

It may be mentioned here that Principal Appraiser and Superintendent, which also fall in BS-16 are already the most senior cadre in BS-16 and would remain in place.

There are rumors circulating the department that either the cadre of Principal Appraiser and Superintendent were being eliminated, or they were being upgraded in BS-17. Some are of the view that Assistant Collectors in BS-17 would assume the posts of Principal Appraiser and Superintendent.

Sources rejected all such rumors and added that the above notification pertained to BS-14 and BS-15 officials who were upgraded to BS-17 in 2013 vide FBR’s notification No. 0065-IRIV/2013.
