ISLAMABAD: The Federal Board of Revenue (FBR) on Tuesday issued a sweeping transfer and posting notification for 18 senior officers of the Pakistan Customs Service (PCS) in grades BS-19 and BS-20, effective immediately.
The notification, bearing No. 1201-C-I/2026 and signed by Secretary (M/HR.C-I/II) Pirzada Muhammad Omar Qasmi, is set to be published in the Gazette of Pakistan (Part-I) and covers transfers across major cities including Islamabad, Karachi, Lahore, Peshawar, Faisalabad, and Quetta.
Key Appointments at BS-20
Among the most notable changes, three senior women officers in BS-20 have been moved to FBR Headquarters in Islamabad. Ms. Azmat Tahira, who was serving as Collector at the Collectorate of IOCO Lahore, has been posted as Chief at FBR (HQ). Similarly, Ms. Sadia Munib, previously Director at the Directorate of National Nuclear Detection Architecture (NNDA) in Lahore, and Ms. Tayyeba Kayani, who was Collector at the Collectorate of Customs Appraisement in Faisalabad, have both been transferred to FBR (HQ) as Chiefs.
Mr. Abdul Waheed Marwat, formerly Collector at Collector HQs-Enforcement Islamabad, has also been posted as Chief at FBR (HQ), as has Mr. Muhammad Irfan Wahid, who previously served as Director General (OPS) at the Directorate General of Customs Valuation in Karachi.
In a significant lateral move, Mr. Sanaullah Abro has been transferred from Director General (OPS) at the Directorate General of Transit Trade, Karachi, to the same rank at the Directorate General of Customs Valuation, Karachi.
Mr. Munib Sarwar has been moved from the Directorate of CPEC in Lahore to fill the post of Director at the NNDA in Lahore — the very position vacated by Ms. Sadia Munib.
Dual-Charge Assignments
Several officers have been assigned additional responsibilities alongside their primary postings. Mr. Ziaullah Shams, transferred from Collector HQs-Enforcement Islamabad to Collector at the Collectorate of Customs Appraisement Peshawar, has additionally been given charge of the Collectorate of Customs Appraisement in Kohat.
Mr. Ghulam Mustafa, moving from the Collectorate of Customs Appraisement Peshawar to the Directorate of Intelligence in Peshawar, has also been assigned additional charge of the Directorate of Transit Trade, Peshawar.
BS-19 Postings
At the BS-19 level, several officers have been moved to FBR Headquarters as Secretaries. Ms. Saleha Zakir Shah has been posted as Secretary FBR (HQ) from Additional Director at the Customs Academy of Pakistan (CAP) in Islamabad. Dr. Imran Rasool Khan moves from Additional Director at Cross Border Currency Movement (CBCM) under the Directorate General of Intelligence & Risk Management to the same position at FBR (HQ).
Ms. Kanwal Ali takes on a particularly significant dual-charge posting — she has been named Director (OPS) for Integrated Communication at the Directorate of Communication and Public Relations-Customs, Islamabad, while also being assigned additional charge of Director (OPS) at the Directorate of NNDA (HQ) in Islamabad.
Mr. Aftab Ullah Shah has been posted as Additional Collector at the Collectorate of Customs Adjudication-II in Karachi with look-after charge of the Additional Collector post at the Office of Collector HQs-Exports & IOCO, Karachi. Mr. Ghulam Hyder Mahesar moves to Additional Director at the Directorate General of Transit Trade, Karachi.
Mr. Muhammad Nauman Tashfeen has been assigned to Additional Director at the Directorate of Transit Trade, Quetta, with additional charge of the same post at the Directorate of Transit Trade, Gwadar. Mr. Moeen Afzal Ali has been posted as Secretary (Customs Policy Wing) at FBR (HQ), while Mr. Wajid Zaman takes over as Secretary (FATF) at FBR (HQ), with additional charge of Additional Director at the Directorate General of Communication and Public Relations-Customs, Islamabad. He moves from his previous posting as Additional Director at CBCM.
The notification includes a specific instruction regarding Mr. Rizwan Basharat (BS-20), who has been posted as Collector at the Collectorate of Customs Appraisement, Faisalabad. He is directed to relinquish the charge of that post only after Ms. Tayyeba Kayani returns from ex-Pakistan leave, ensuring continuity of operations at the collectorate.
FBR has further directed that officers who were drawing Performance Allowance prior to the notification will continue to receive it at their new postings, with the exception of those transferred to FBR Headquarters, Islamabad. All officers have been asked to submit their Charge Relinquishment and Assumption Reports to FBR immediately upon transfer for official record.
