PESHAWAR: Following the FIR lodged by Customs Enforcement Karachi, significant enforcement activity commenced in Peshawar. Appraising Officer Ziafat Ullah, currently posted at the Research & Development (R&D) Branch, Collectorate of Customs (Appraisement), Custom House, Peshawar, has demonstrated exceptional professional competence, integrity, and investigative acumen in the discharge of his official duties. His efforts culminated in the detection of one of the most significant revenue-evasion cases in recent times.

On the directives of Collector Peshawar Ghulam Mustafa, Deputy Collector Kashmala Tehsin intensified vigilance measures. Through sharp analytical insight, relentless scrutiny of import records, and a meticulously planned physical verification raid conducted on 15 April 2026 at M/s Floral Fleur Industry (Pvt) Ltd, EPZ Risalpur, Nowshera, Officer Ziafat Ullah exposed a massive shortage of 67,133 KGs of bonded imported raw material out of 153,485 KGs, valued at US$ 263,823.7.

This shortage led to the detection of duty and tax evasion amounting to Rs. 60,497,217.32. The investigation revealed deliberate fraudulent practices, including the use of open-market waste material as camouflage and payment of Rs. 300,000 as illegal gratification to EPZ gate staff. These findings established clear evidence of smuggling, criminal conspiracy, and willful misdeclaration.

The investigation directly resulted in the registration of FIR No. 11/2026 dated 16 April 2026 under multiple stringent provisions of Customs Act, 1969, Sales Tax Act, 1990, Income Tax Ordinance, and EPZ Rules. This action significantly contributed to the protection of national revenue and strengthened enforcement mechanisms.

In addition to this case, Officer Ziafat Ullah has consistently exhibited exemplary performance by successfully detecting and investigating a major case involving a shipper-owned container, leading to a recovery of Rs. 155 million. He played a proactive role in curbing revenue evasion in the import of LED TV parts through effective data analysis and enforcement. Overall, during his tenure in the R&D Branch, he has contributed to recoveries exceeding Rs. 400 million, reflecting his sustained commitment and effectiveness in safeguarding government revenue.

Collector Customs Enforcement Peshawar Ayesha Wani has ordered that all TP consignments to Peshawar be blocked for examination. Joint examinations will now be conducted with Appraisement Peshawar to ensure stricter enforcement.
