ISLAMABAD: The Federal Board of Revenue (FBR) has dismissed Syed Faisal Saeed Bokhari, a PCS/BS-19 officer, from service after disciplinary proceedings found him guilty of misconduct involving financial irregularities.

According to a notification issued by the Revenue Division, Bokhari had been under suspension since December 20, 2024, following allegations of corruption and misconduct. The charges stemmed from a complaint that he received Rs. 2 million in connection with the auction of a container of tamarind, with the funds transferred to his personal bank account. Two post-dated cheques he issued as guarantees later bounced.

An initial inquiry report submitted in February 2025 had cleared Bokhari of wrongdoing, but the FBR Chairman ordered a de-novo inquiry, citing flaws in the earlier proceedings. A second inquiry conducted in July 2025 concluded that while corruption could not be conclusively established, misconduct was proven through documentary evidence of money transfers and dishonored cheques.

The inquiry officer recommended a minor penalty of withholding promotion for three years. However, after reviewing the case record, Bokhari’s reply to the show cause notice, and his personal hearing on October 31, 2025, the FBR Chairman ruled that the officer had failed to prove his innocence. The authority imposed the major penalty of dismissal from service under Rule-4(3)(e) of the Civil Servants (Efficiency & Discipline) Rules, 2020.

The notification further stated that Bokhari’s suspension period would be treated as leave without pay under the Revised Leave Rules, 1980. He retains the right to appeal the decision within 30 days under the Civil Servants (Appeals) Rules, 1977.
