The Pakistan Coating Association (PCA), Chairman, Mr. M. Ubaidullah Mian, talking to the press, strongly condemns the recent powers granted to Federal Board of Revenue (FBR) officers to arrest the CEOs, Directors, and CFOs of companies. The Chairman, PCA expressed serious concerns regarding the proposed expansion of arrest powers in the Finance Bill 2025–26. These provisions would allow FBR authorities to arrest senior executives, including Chief Executive Officers (CEOs) and Chief Financial Officers (CFOs), without prior approval in so-called “urgent circumstances.”

While the Association fully supports effective and transparent tax collection, it warns against the introduction of unchecked enforcement powers that could severely disrupt the business environment. Such broad authority risks misuse, potentially leading to the harassment of law-abiding businesses and creating an atmosphere of fear and uncertainty for both local and foreign investors.

The potential consequences outlined by the Association include disruptions to business operations, erosion of investor confidence, and further damage to Pakistan’s international reputation as a stable and predictable investment destination. The lack of clear procedural safeguards and due process mechanisms raises significant concerns about fairness, accountability, and the rule of law.

The Chairman, PCA strongly advocates for a reevaluation of these proposed provisions and calls for a consultative process that involves all key stakeholders. The aim should be to establish a balanced and transparent regulatory framework that promotes tax compliance while protecting the rights of businesses and fostering long-term investment and economic growth.
