Islamabad: The Federal Board of Revenue (FBR) has imposed a major penalty on Mr. Zahid Mahmood, a BS-19 officer of the Inland Revenue Service, following disciplinary proceedings over charges of “misconduct” and “corruption.” The officer, currently posted as Commissioner-IR (OPS) in DG Khan Zone, Multan, has been demoted to a lower post and pay scale for the remainder of his service. 

The case dates back to March 30, 2021, when an inquiry was initiated against Mr. Mahmood under the Civil Servants (Efficiency & Discipline) Rules, 2020. Ms. Yasmeen Fatima, an Inquiry Officer of BS-20, concluded in her report submitted on November 7, 2022, that all charges against the officer were proven. 

After issuing a Show Cause Notice and reviewing Mr. Mahmood’s defense, the Revenue Division appointed Sheikh Zahid Masood, Chief Commissioner-IR (OPS) in Karachi, as the Hearing Officer. Following a personal hearing on November 8, 2024, the Hearing Officer recommended the penalty of reduction in rank and pay scale for three years. However, the Secretary Revenue Division decided to extend the penalty for the remaining duration of Mr. Mahmood’s service. 

In addition to the demotion, Mr. Mahmood’s performance allowance has been suspended for one year, as per the Performance Allowance Guidelines, 2015. He will need to reapply for its restoration. 

The officer retains the right to appeal the decision within 30 days under the Civil Servants (Appeals) Rules, 1977. The notification has been circulated to relevant authorities, including the FBR headquarters, the Auditor General of Pakistan, and the Regional Tax Office in Multan. 

This action underscores the government’s commitment to accountability and transparency in civil service operations.
