KARACHI: A meeting was held on November 5, 2024, chaired by the Chief Collector of Customs Appraisement (South), Karachi, and attended by all Appraisement South Collectors and the Director of Reforms and Automation-Customs, Karachi. The agenda included several key points and decisions:
Proposals for Digitalization: The proposals from the Directorate of Reforms and Automation were agreed upon in principle. It was decided that the matter would be taken up with the Board for a prompt response. If no response is received within a week, the Directorate will proceed with the suggested changes.
Faceless Assessment Hall: The Collectors of SAPT and PMBQ will coordinate with terminal operators to arrange the necessary computer systems and network facilities for the timely operationalization of the Faceless Assessment System by November 25.
Disposal of PVC Scrap Containers: The Collector of PMBQ is tasked with expediting the disposal of long-stuck containers of PVC scrap by November 15, 2024.
Disposal of Packing Material Containers: The Collectors of West and SAPT are to expedite the disposal of 509 containers of packing material by revising RP, accelerating auction proceedings, and shifting containers to off-dock terminals to reduce congestion at Karachi Port by November 20, 2024.
Anti-Corruption Measures: The Chief Collector emphasized a zero-tolerance policy for corruption and speed money. Disciplinary proceedings will be initiated against those involved in financial irregularities. Improvements in controls and trade facilitation should be visible within two to three weeks. Collectors are to submit reports on actions taken to control corruption and collusion by November 20, 2024.
Additionally, it was decided that the Super Audit Team would handle the examination and assessment of GDs assigned by the Risk Management System. The FBR is maintaining strict oversight to discourage corruption, and rewarding officials in a timely manner was suggested as a measure to further eliminate corruption.
The outcomes of these discussions and actions will be monitored to ensure effective implementation.
