KARACHI: Collector Appraisement East Karachi, Muhammad Amir Thahim, in a letter to Director General, Directorate General of Reforms & Automation, Islamabad and Directorate of Risk Management System (RMS), urged that a module may be developed in the WeBOC System so as to reflect and record fouls plays on the part of importers and clearing agents and profiles are updated for Risk Management Channels accordingly.
It is observed that during processing of GDs, whenever there is mis-declaration, contraventions are made in the WeBOC System and the same are forwarded through the system to Adjudicating Collectorates.
It is understood that, the Risk Management System also takes cognizance of such contraventions and the risk profiles of importers are updated accordingly.
However, in case of post release audit, contraventions are issued manually as there is no such provision in WeBOC System. Likewise, FIRs are manually lodged and there is no entry thereof in the WeBOC System.
Therefore, manual Contraventions and FIRs have no bearing on risk profiles of importers in WeBOC System. Further, it has been observed that many clearing agents in connivance with their importers contravene provisions of the laws and collaborate for evasion of duties and taxes. However, clearing agents’ such acts do not disturb the risk profiles of importers.
