QUETTA: MCC Quetta, in a letter to Chief collector Baluchistan, has proposed that the instructions of Federal Board of Revenue (FBR) for processing of cargo movement from Taftan to NLC Dry Port, Quetta may be deferred till deployment of TP Module by the Directorate of Reforms & Automations.

Meanwhile, the currently deployed Intra Port Movement (IPM) module in WeBOC may be allowed to be utilized for transportation of goods from Taftan to NLC Dry Port, Quetta to avoid congestion at the border and instantly realize the stuck-up revenue as around 50 to 60 vehicles at an average per day are entering Pakistan from Iran for movement up to NLC Dry Port Quetta.

All intra-port movement between Custom House Taftan and NLC Dry Port Quetta is halted for the last two weeks because the requisites TP module in WeBOC for land border Customs Station is not available at Taftan for the time being.

All Pakistan Dry Fruit Importers & Exporters Association the intra-port movement of goods between Custom House, Taftan and NLC Dry Port, Quetta has been done away with and the said transportation is now to be processed by filing of Transshipment GD at Taftan as per provisions of Transshipment Rules, 2001.

However, the pre-requisites i.e. TP module in WeBOC for land border Customs Station is not available at Taftan for the time being.

Federal Board of Revenue (FBR) has shifted all types of clearances including transshipment of goods from newly established NLC Border Terminal Yard, Taftan.

The association preferred Constitution Petition before the High Court of Balochistan against the above referred instructions contained in the above referred Board’s letters and Court granted stay in the matter. The Collectorate represented the Board before the High Court of Balochistan and the Court decided that the matter in favour of the Department with the directions that transshipment of goods from Taftan to inland Dry ports be dealt with according to the Transshipment Rules 2001 from the newly established NLC Border Terminal, Taftan as per instructions by the FBR.

MCC Quetta has already approached Directorate of Reforms and Automation for deployment of Transshipment Module in WeBOC for the land border Customs station, Taftan. However, development and deployment of TP module would take at least three weeks and subsequent testing and user acceptance test and deployment would further take some time.

Chairman All Pakistan Dry Fruit Importers & Exporters Association, Haji Fujan and Vice Chairman All Pakistan Customs Agents Association Alamgir Durrani said all intra-port movement had been halted for over two weeks and traders were suffering huge losses.

The trade leaders said Chairman FBR Dr. Ashfaq was pursuing his own agenda and was only involved in the office politics on the cost of trade and business.
