Quetta Chamber demands restoration business at Taftan as per Public Notice 01-2002

QUETTA: Quetta Chamber of Commerce and Industry has requested Chairman Federal Board of Revenue (FBR) to re-implement the procedure for Customs clearance at Taftan border and transshipment as notified by Collector Customs Quetta vide Public Notice No.01/2002.

In a letter to Chairman FBR, Quetta Chamber noted imports carried out from Taftan border had almost completely discontinued or prevented.

FBR in June 10, 2021 had ordered to discontinue all inter-movement as per Public Notice No.01-2002.

FBR also advised for the import cargo to be transported to NLC Dry port, a TP/GD shall be filed at Taftan; all Custom formalities i.e. inspection, examination, weighment etc. to be carried out only at NLC Terminal adjacent to the Pak-Iran Border; vehicles will be sealed and tracker installed inside NLC terminal; all processing of TPs, shall be completed at NLC Terminal, import TP vehicles shall not be allowed to come to Custom House, Taftan.

Moreover, TP of imported goods shall only be transported by bonded carries; TP Goods shall only be transported by those vehicles with has a load compartment as per TIR specifications or in container to ensure safety of cargo en-route.

Subsequently, the Customs Collectorate Quetta started imposing the above mentioned conditions. It is important to mention here that the above mentioned impugned letter was issued on 10 June 2021, whereas the NLC, Taftan, was declared as Custom Station vide SRO (I)/2021/Notification on 11 August 2021.

Even otherwise, the NLC Border Terminal Taftan has declared as Customs house on 11 August 2021, the basic/mandatory infrastructure essential for smooth/effective implementation of the conditions notified by FBR, are clearly lacking.

The consequences of the conditions/procedure notified by FBR are horrible and legal trade has been diverted towards smuggling.
