KARACHI: The Federal Board of Revenue (FBR) has issued Customs General Order No.03/2020 has notified the Pakistan Customs Container Security System (PCCSS) for sealing and de-sealing of transshipment, transit and export cargo .
The responsibility of sealing of containers for safe transportation has now been entrusted with Directorate of Transit Trade Karachi.
Director General Transit Trade Sarfaraz Warraich had made a presentation before Prime Minister Imran Khan and made several recommendations. The recommendations to facilitate trade, curb smuggling and facilitate businesses were prepared by team headed by Director Transit Trade Zeba Azhar and Additional Director Rehmatullah Vistro.
Earlier, MCC Preventive looked after the sealing of containers meant for upcountry transit, and transit to Afghanistan. On the directives of Collector Saquif Saeed, Additional Collector Umar Shafiq implemented certain reforms to ensure safe transit of cargo.
It may be mentioned here that the Customs seals were introduced in 2012, but the seal was easily tamper able. It could be removed easily from containers and put back after replacement of transit cargo. However, Umar Shafiq changed the process and implemented a system that could detect any tempering with the seal on containers.
Several more of the proposals are under consideration and would likely be notified going forward.
