KARACHI: The Federal Board of Revenue has notified major reshuffle in Pakistan Customs Service. As many as 35 officers ranging BS-17 to BS-21 have been moved.

This reshuffling comes quite shocking for Customs officers and officials as Member Customs (Operation) Agha Jawwad is a seasoned officer and well aware of the profile of all officers.

An official said the policy FBR pursuing is beyond understanding. Such decisions have weakened the Customs enforcement as well as Appraisement which is evident from the declining revenue numbers.
The official said Agha Jawwad should consider that his reputation might get hurt ahead of retirement.
It may be mentioned here that Agha Jawwad is already being criticised for shutting down Directorates Internal Audit in Karachi and Lahore allegedly to cover ongoing corruption investigations.

An effective combination of senior and junior officers is essential for smooth and efficient working of Customs Collectorates and Directorates. FBR has appointed fresh assistant collectors on sensitive positions without the supervision of senior officers.

At a time that FBR’s revenue collection from Customs is declining, experiments with the human resource management are most likely to be counter productive.

Customs revenue is primarily declining because quantum of smuggling surged after government slapped excessive duties and taxes on large number of importable goods, along with other import restrictions.

Most of the smuggling is done through mis-declaration and misuse of green channel facility.

All sorts of high value and high tariff goods as well as restricted goods are being cleared in the garb of used clothing and scrap from green channel. A system enabled in previous government’s regime, and flourishing in the present.

Reputed officers with experience in anti-smuggling and intelligence operations are posted at relatively less significant positions resulting in an operational vaccum at top revenue contributing collectorates of Appraisement West, East and Port Qasim.

Higly reputed and competent officers including Akhtar Hussain, Tahir Abbas, Amjad Aman Leghari, Ashraf Ali, Farrukh Sajjad, Yousaf Ali Magsi, Shoib Raza,
Umar Shafique, Muhammad Faisal, Amjad Rajpar, Muhammed Adnan, Falik Sher and certain other officers are in less significant offices. The potential of these officers can be optimized if appointed in the right offices.

The officers reshuffled include:

01. Abdul Rashid Sheikh (Pakistan Customs Service/BS-21) has been transferred and posted as Director General, Directorate General of Post Clearance Audit & Internal Audit, Karachi from the post of Director General, Directorate General of Post Clearance Audit, Islamabad.

02. Ashraf Ali (Pakistan Customs Service/BS-20) has been transferred and posted as Director, Directorate of Post Clearance Audit (South), Karachi from the post of Director, Directorate of Post Clearance Audit, Karachi. He will also look after the charge of Director (HQs), Directorate of Post Clearance Audit & Internal Audit, Karachi.

03. Imran Ahmad Ch. (Pakistan Customs Service/BS-20) has been transferred and posted as Director, Directorate of Post Clearance Audit (North), Islamabad from the post of Director, Directorate General of Post Clearance Audit, Islamabad.

04. Ms. Azmat Tahira (Pakistan Customs Service/BS-20) has been transferred and posted as Director, Directorate of Internal Audit, Islamabad from the post of Director, Directorate General of Internal Audit (Customs), Islamabad.

05. Usman Bajwa (Pakistan Customs Service/BS-20) has been transferred and posted as Director, Directorate of Post Clearance Audit (Central), Lahore from the post of Director, Directorate of Post Clearance Audit, Lahore.

06. Qasim Hafeez Cheema (Pakistan Customs Service/BS-19) has been transferred and posted as Additional Director, Directorate of Post Clearance Audit (Central), Lahore from the post of Additional Director, Directorate of Post Clearance Audit, Lahore.

07. Farrukh Sajjad (Pakistan Customs Service/BS-19) has been transferred and posted as Additional Director, Directorate of Post Clearance Audit (South), Karachi from the post of Additional Director, Directorate of Post Clearance Audit, Karachi.

08. Nisar Ahmad (Pakistan Customs Service/BS-19) has been transferred and posted as Additional Director, Directorate of Post Clearance Audit (North), Islamabad from the post of Additional Director, Directorate General of Post Clearance Audit, Islamabad.

09. Muhammad Talib Hussain (Pakistan Customs Service/BS-19) has been transferred and posted as Additional Director, Directorate of Internal Audit, Islamabad from the post of Additional Director, Directorate General of Internal Audit (Customs), Islamabad.

10. Ms. Sadia Sadaf (Pakistan Customs Service/BS-19) has been transferred and posted as Additional Director, Directorate of Post Clearance Audit (South), Karachi from the post of Additional Director, Directorate of Post Clearance Audit, Karachi.
