KARACHI: The Federal Board of Revenue (FBR) should devise a policy regarding transfers and postings of officials and officers across the board to promote circulation of work and discourage corruption.
Collector Peshawar Saeed Jadoon had formulated a policy for the postings and transfers of executive staff, which eliminated the concept of good and bad postings and helped in development of skills and competence level of the officials and officers.
It may be mentioned here that there are several postings in Pakistan Customs department, which are considered bad postings and officers/officials are reluctant to be moved to such postings due to which certain directorates and collectorates remain under-staffed. MCC Exports, IOCO, Post Clearance Audit etc are such postings.
It may be recalled that in order to streamline the working of executive staff of MCC Peshawar for field posting and to ensure suitability and transparency, the Collector Saeed Jadoon issued the following guidelines: i. The duration of field posting (outside Hdqrs) i.e. Border Stations, Airport (AFU) and Dryport etc. will be six months. ii. The period served in Directorate of Transit Trade Peshawar will be considered as field posting. iii. On transfer from field posting i.e. Dryport / Border Station the officer will not be posted back to his previous place of posting within one year. iv. Consecutive transfer/ posting will not be allowed between Dryport and Border Stations and vice versa. v. The executive staff showing non-compliance and bringing extraneous influence for transfer/posting will be viewed seriously and will be proceeded under Government Servant E & D Rules 1973. vi. The staff transferred/posted at State Warehouses will ensure the handing over of complete charge to the incoming officer within one week and to be duly verified by the concerned Assistant/Deputy Collectors.
Although the Collector Peshawar had to face a lot of pressure but he stuck to the guidelines and transfers and postings were managed accordingly.
An official said it was a very constructive practice and FBR should devise a comprehensive policy on these footsteps to manage the transfers and postings in the Customs and Inland Revenue.
