KARACHI: National Tariff Commission (NTC) has notified 19.15% definitive 5-year Anti-Dumping Duty (ADD) on deformed concrete reinforcing steel bars (Re-Bar) imported from China.
Pakistan’s National Tariff Commission (NTC) initiated an anti-dumping investigation in Nov’16 at the behest of applications lodged by Amreli Steels Limited (ASTL), Agha Steel Industries Limited and Abbas Engineering Limited on behalf of the domestic steel industry producing Deformed Concrete Reinforcing Steel Bars (re-bars).
The commission established that the domestic industry producing re-bars suffered material injury on account of volume of dumped imports, price undercutting, decline in market share & productivity, and magnitude of the dumping margin.
This is in addition to a 30% Regulatory Duty (RD) on imported Re-Bars already imposed. This measure will further cement protection for the domestic long steel industry and provide them a level playing field, as anti-dumping duty on rebar has been imposed to rationalize the duty structure between raw material & finished imports. Billet earlier had 24.04% ADD & 15% RD (total 39.04%) while Re-Bar, which previously had only 30% RD, now has 19.15% ADD on top (total 49.15%).
Further, anti-dumping investigations are also currently underway on Color Coated Steel Coils/Sheets (CCS) originating from People’s Republic of China & Republic of South Africa.
