ISLAMABAD: Federal government on Friday announced a major relief for government employees and the labour in the federal budget 2016-17.
Fiance Minister Senator Ishaq Dar in his budget speech said the ad-hoc increases of 2013 and 2014 would be merged in the basic pay scales, whereas 10 percent adhoc relief allownace on running basic pay will be allowed to the federal government employees with effect from July 1, 2016. The minimum wages of labours are being enhanced from Rs 13,000 to Rs 14,000, he added.
Likewise, civil armed forces posted at border areas would get Special Area Compensatory Allowance at uniform rate of Rs 300 instead of current Rs 50 to 210 per month. The Unattractive Areas/Compensatory Allowance being paid to employees posted at Chitral, Dir, Hazara Division, Swat and Malakand divisions have been brought at par with the rates allowed by Khyber Pakhtunkhwa government.
Similarly, disabled government employees would be paid Rs 1,000 per month as Conveyance Allowance. The Integrated Allowance being paid to Qasid/ Naib Qasid/ Daftries have also been enhanced from Rs 300 per month to Rs 450 per month. Outfit Allowance being paid to Pak Army officers on their secondment to civil Armed forces and reversion to army has been increased from Rs 800 to Rs 2,500 and from Rs 500 to Rs 2,000 respectively.
Late Sitting Conveyance charges of the government employees in BPS 1 to 15 have been increased by 50 percent. Washing allowance and Dress Allowance of BPS 1 to 4 have also been increased from Rs 100 to Rs 150. The employees having M-Phil degrees would be paid Rs 2500 per month. The ceiling of Additional Charge Allowance/Deputation Allowance have been upwardly revised from Rs 6,000 to Rs 12,000 for identical and non identical posts.
The qualification amount has been increased by 50 percent and degree holders of ACCA, CIMA, CA/ICMA/ACWA, staff college/NMC/NDC, NIPA advance course/Mid Career etc have been included for qualification amount payment. The Lower Divisional Clerk (LDC) has been upgraded from BS 7 to BS 9, Upper Division Clerk (UDC) from BS 9 to BS 11, Assistant from BS 14 to BS 16 and Assistant in charge from BS 15 to BS 16.
The posts of Khateebs have been upgraded from BS 12 to BS 15, Moazazins/Muddaris from BS 5 to BS 7 and Khadim from BS 5 to BS 6 Auqaf Directorate, ICT.
Risk Allowance, Special Risk Allowance to federal levis force in FATA, PATA (KPK) and Baluchistan has been made equal to one month initial basic pay of 2008 pay scale.
