Customs valuation revised for Chinese origin motorcycle parts

KARACHI: Pakistan Customs has revised the customs values for Chinese origin motorcycle parts for the collection of duty and taxes.
On Wednesday, Directorate General of Customs Valuation issued fresh valuation ruling No.685/2014 for the said good as M/s All Pakistan Motorcycles Spare Parts Importers and Dealers Association had filed revision petition against previous ruling.
The following customs values of Chinese origin motorcycle parts of original equipment manufacturers (OEM brand) (genuine parts) are included:
Oil through will be assessed at $25 per kg;
Spring clutch lever will be assessed at $0.055 per kg;
Cylinder head cover will be assessed at $8.45 per kg;
Insulator carburetor will be assessed at $13.60 per kg;
Ring for piston will be assessed at $10 per kg;
Carburetor will be assessed at $11.50 per kg;
Crank case (right and left) will be assessed at $5.70 per kg;
Crank case cover (right and left) will be assessed at $5.30 per kg;
CDI unit will be assessed at $ 0.80 per kg;
Bolt flange will be assessed at $3.94 per kg;
Bolt A-cylindrical stud will be assessed at $3.68 per kg;
Spring cam chain will be assessed at $0.015 per pc;
Spring valve inner will be assessed at $0.03 per pc;
Rectifier regulator will be assessed at $8 per kg;
Bolt flange will be assessed at $3.63 per kg;
Piston will be assessed at $5.74 per kg
Hub (front and rear) will be assessed at $2.89 per kg;
Bolt flange will be assessed at $3.14 per kg;
Valve inlet/exhaust will be assessed at 10.84 per kg;

Meetings were held with the stakeholders and representatives of Karachi Chambers and Commerce and Industry (KCCI), MSPIDA, Pakistan Automotive Manufacturers Association (PAMA), Association of Motorcycle Assemblers (APMA), and local motorcycle assemblers.
Findings of market enquiry under deductive value method were adopted with fall back method for determination of customs values.
A notification said that in case of consignments imported by air, the assessing officer shall take into account the differential between air freight and sea freight while applying the customs values determined in this ruling.
A review petition may be filed against this ruling within 30 days from the date of issue before the Director General, Directorate General of Customs Valuation.
It said that the Collectorate of Customs should ensure that the values given in the ruling for t he given description of goods are applied by the concerned staff without fail and any anomaly observed may kindly be brought to the notice of Directorate General immediately.
