KARACHI: The Model Customs Collectorate of Appraisement, Karachi has invited Customs related budget proposals 2013-14 from all groups, sections and wharves.
The proposals covering three areas including changes in Customs Tariff rates, Rules/Procedures and Customs Act, 1969 are required to reach the Budget Committee not later than February 20, 2013.
The MCC has constituted a Budget Committee comprising Faiz Ahmed, Additional Collector; Mohammad Masood Sabir, Deputy Collector; Rafiullah Bangash, Assistant Collector; Kaleem Haider and Mansoor Ahmed Mir, both principal appraisers.
The Committee shall review, analyze and submit a consolidated report on February 24, 2013 for further deliberations with Collector MCC Appraisement so that a comprehensive report is sent to the Federal Board of Revenue (FBR) by February 28, 2013.
According to the directives by FBR, the proposed changes in Customs Tariff rates should include Pct code and description, existing rate of duty, proposed rate of duty, suggestion whether to be changed through SRO or Tariff, justification for change and quantity benefit to consumer as well as to the industry.
The proposed changes in Rules/Procedures should cover existing rules/procedures, suggested change and position after suggested change, brief justification for the proposal and if any change required in the Act, SRO or Rules to implement this proposal.
As far as changes in Customs Act, 1969 are concerned; the proposals should provide existing section/clause of the Act requiring amendment, suggested amendment along with brief justification and position after proposed change and impact, if any, on any SRO/Rules.
