KARACHI: MCC Exports Port Qasim has lodged an FIR against M/s S.M Traders Pvt Ltd, M/s BHF Services, M/s south Asia Logistic Services and others for attempting to clear new unstitched curtain cloth in the garb of used and second hand clothing.
M/s S.M Traders registered as a processing unit for used and second hand clothing at Export Processing Zone (EPZ) Karachi imported a consignment declared to contain used cloths and filed a GD for clearance through their agent M/s BHF Services declaring port of loading as Houston and origin of goods as USA.
Since the consignment was meant for Karachi EPZ, it was physically examined and found to be new unstitched curtain cloth along with used and second hand clothing. Subsequently, MCC Exports Port Qasim contacted the shipping line M/s Maersk Line seeking production of relevant bill of lading.
In response to said letter, M/s Maersk Line provided the requisite bill of lading supported with delivery order showing the name of consignor as Jaja Trading hong Kong Limited and name of consignee as M/s S.M Traders Pvt Ltd while showing the port of loading as Xiamen China instead of Houston USA.
It was established that M/s S.M traders in connivance with their Customs agent M/s BHF Services attempted to clear the unauthorized unstitched curtain cloth on the basis of forged bill of lading. Value of the impugned goods is calculated at $84,616 with application of existing valuation ruling at $5.6/kg, which is otherwise liable to duty and taxes of Rs5.44 million.
The attempt of the Importers/investor to get clearance of unauthorized goods otherwise do not fall within the assigned domain of their entitlement of sorting, grading, packaging of used textile clothing and worn items, shoes, purses, bags soft and hard toys as per License Agreement of KEPZA with malafide intention to get the high tariff goods released/moved into their unit for their ulterior motives.
The value of the offending goods comes to Rs9.35 million. After due approval of the competent authority the FIR is submitted accordingly and investigation to unearth the remaining facts in the case is underway.
It may be mentioned here that Customs has no control in EPZ, which is a hub of smuggling and revenue evasion. Therefore, MCC Exports Port Qasim in its budget proposals seeks improved control on cargo movement in EPZ.
