KARACHI: An official of Customs Intelligence & Investigation Gujranwala, Aamir Shabbir has approached Lahore High Court challenging his transfer from I&I Gujranwala to Sialkot.
Aamir Shabbir submitted that his wife was serving at CMH Gujranwala and he was transferred against the wedlock policy and it created a lot of hurdles for him and his family.
He submitted that earlier, the court had referred his case back to FBR with instructions to address his grievances in accordance with rules and law. However, the second secretary FBR did not followed the court orders to the letter. Moreover, FBR despite several reminders had not decided his application as he was transferred in violation of law and wedlock policy.
It may be mentioned that Syed Aamir Shabbir had filed a complaint with Member Admin-FBR mentioning rampant corruption in the Directorate General of Customs Intelligence & Investigation. The complaint mentioned that corrupt and bad reputed officials/officers were being posted at the directorates under Directorate General of Customs Intelligence & Investigation, who were patronizing unscrupulous elements for obvious reasons.
It may be recalled that Hamid Habib Intelligence Officer of Customs Intelligence & Investigation has approached High Court of Pakistan against Director General of Customs Intelligence & Investigation, Islamabad and Directors I&I Quetta and Islamabad challenging his abrupt transfers as well as challenging transactions of the goods, vehicles from State Warehouse Quetta without proper handing/taking over of the warehouse.
In his petition, Hamid Habib noted that the he was abruptly transferred on January 28, 2017, then on April 17, 2017 and then again on June 06, 2017 which was in violation of the judgment of Supreme Court of Pakistan regarding abrupt transfers.
Hamid Habib is serving as Intelligence Officer under Directorate General of Customs Intelligence & Investigation since 1994 and was posted on different places during the tenure of this service from one place to another. He is a very competent officer in his field and in past year he collected revenue on seized vehicles and goods to the tune of over Rs1.0 billion.
Hamid Habib is also in-charge of state warehouse, Quetta and due to his abrupt transfers the handing/taking over of the warehouse, which houses seized goods could not be effected. Despite of several notices, the Directorate General and subordinate officers had not enabled the handing/taking over of the warehouse, which is also hampering delivery of goods to the successful bidders, as some of the goods have been auctioned.
In his petition, Hamid Habib has prayed to High Court of Baluchistan that the proper handing/taking over of the state warehouse be effected in letter and spirit and in not doing so, no liability can be fixed on the shoulder of Hamid Habib in respect of state warehouse Quetta.
Further, abrupt transfers are declared violative of Supreme Court judgment and Directorate General of Customs Intelligence & Investigation and subordinate officers are permanently restrained from carrying out any type of transactions of the goods, vehicles from the State warehouse, Quetta till the proper handing/taking over the charge of the warehouse is effected.
