KARACHI: Member Customs – FBR has stayed the promotions of appraising officers (BS-16) through a verbal order, sources said.

FBR’s Departmental Promotion Committee (DPC) on July 24, 2016 had approved 22 nominations for the post of Principal Appraiser.

All of these 22 appraising officers have not been promoted in the last 20 years.

The Federal Board of Revenue (FBR) held a Departmental Promotion Committee (DPC) on July 24, 2016 to consider promotion of BS-16 Appraising Officers for 30 vacant posts of Principal Appraiser.

According to details, Chief Management Customs instead of taking the minutes of DPC meeting to Member-Admin-FBR, took the minutes to Member-Customs-FBR. However, Member-Customs stayed implementation of the decision of DPC through a verbal order. Afterwards Member Customs left for USA.

An official said there was no practice of seeking approval of Member Customs; Member Admin’s approval is required for the implementation.

The DPC approved 22 nominations including Ahmed Nawaz, Ishrat Ayaz, Talib Husain, Aziz Sarwar, Asif Khan, Rashid Khanzada etc. Two stenographers were also approved for promotion to Principal Appraiser against the four vacant posts. Two of these 22 officers Zafar Umrani and Nadeem Butt are granted conditional promotion approval as they have not submitted their ACR. As many as 08 nominations were deferred.

It may be mentioned here that clerks, stenographers, record suppliers and UDC/LDC in Pakistan Customs have not been promoted in over last 25 years.
