KARACHI: Federal Board of Revenue (FBR) is all set to notify large-scale transfers and postings of senior officers of Pakistan Customs Service (PCS).

The reshuffling is being done in consultation with Member Customs Nisar Mohammad Khan and DG Intelligence & Investigation Lutfullah Virk. Chairman FBR Tariq Bajwa would soon finalize the transfers.

It may be mentioned here that a number of Grade-19 and Grade-20 Officers have been promoted to higher grades recently while only one Grade-21 officer Lutfullah Virk has been promoted to Grade-22.

They were promoted in June and the formations had to meet the annual revenue targets so that their existing posts were temporarily upgrades. Moreover, officers were on National Management Course (NMC) and Senior Management Course (SMC). SMC completed on July 10 while NMC completed on July 12, 2015. The officers who were on these courses have joined their offices.

It is expected that as soon as the Establishment Division finalizes the list of officers for the upcoming NMC scheduled for August 2015; transfers and postings of PCS officers would be notified.

It has been learnt that Lutfullah Virk would remain DG Intelligence & Investigation on special assignment. It has been reliably learnt that Lutfullah virk would setup a fresh Anti Smuggling Team for Karachi as a sensitive agency has prepared an unfavorable report regarding the existing Anti-smuggling establishment of Karachi.

It may be recalled that Customs Intelligence & Investigation has been bifurcated into two bodies and it is likely that recently promoted officer Yaqoob Mako would head the Anti-Smuggling Organization (ASO) while the existing Director Asif Marghoob Siddiqui is likely to go on NMC training.

Recently promoted officer Saeed Akram is under consideration and he might be heading the Customs Intelligence Appraisement. Umar Shafique is likely to be additional director at Customs Intelligence Appraisement.

Collector Preventive Tariq Huda is expected to retain his office. Preventive team includes Feroz Alam junejo, Tahir Qureshi, Abdul Basit, Jahanzaib Abbasi and Wasif Malik performed very well.

Director General Transit Trade Khawar Fareed Manika and Additional Director Javed Chaudry would be removed from their offices after the surfacing of mega-scam pertaining to pilferage of US Army/NATO/ISAF cargo. Javed Chaudry has been promoted to Grade-20.

Abdul Rasheed Shaikh and Rubina Wasti – both have been promoted to Grade-21 – are under consideration for the office of DG Transit Trade. Director Transit Trade Wajid Ali is a very competent and dedicated officer and has sound knowledge of Transit Trade. He is likely to retain his office. It may be mentioned here that it was Wajid Ali’s efforts that this mega pilferage scam was unearthed.

Deputy Director Transit Trade Shoib Raza is expected to be transferred to Intelligence & Investigation given his transparent record and extra-ordinary performance pertaining to the investigations of US Army/NATO/ISAF cargo pilferage.

Collector Appraisement West Mohammad Saleem has been an iconic performer in the last two years as he initiated several reforms. Mohammad Saleem the 90-day import data which had been corrupted and this resulted in elimination of under-invoicing, mis-declaration and corruption saving revenue loss of billions of rupees. The entire Appraisement West team comprising Dr. Iftikhar, Nayyar Shafique, Fayyaz Rasool, Ghulam Nabi Kamboh, Afzal Watoo, Usman Tariq, Akbar Jan and Nosheen Riaz did a marvelous job.

Mohammad Saleem has been recommending the Board since long that he should be transferred Islamabad and it is expected that this time FBR would honor his request.

Agha Jawwad and Mujtaba Memon are under consideration and one of them would be assigned the office of Collector Appraisement West.

Collector Port Qasim Surraya Ahmed Butt has delivered outstanding performance during her posting at Port Qasim. Ms. Butt is a very competent and honest officer having no interest lucrative postings. She is reportedly willing to go for NMC in August and it is expected that Establishment Division would notify her name in the list of officers for the course. Wasif Memon and Agha Shahid Majeed are being considered for the office of Collector Port Qasim. MCC Port Qasim team comprising Saeed Akram, Irfan Javed, Shafqat Niazi, Shafique Latki, Falik Sher and Rehan Akram delivered quite commendable performance.

Collector Appraisement East Manzoor Memon tops the list sent by FBR to Establishment Division for the upcoming NMC and it is expected that Establishment Division would nominate him for the course. Sources said that Manzoor Memon is reluctant to join the training as he is around 57 years old and he is not interested in the training as next year he would be exempted from training and could be promoted without NMC.

Sources said that Manzoor Memon is not counted among efficient and honest officers alleging that he provided the escape route to unscrupulous elements involved in high-profile cases involving revenue of around a billion rupees. Principal Appraiser Shafiullah is said to be shot-caller at Appraisement East. Deputy Collectors Rizwan Mehmood, Rana Kamran and Ali Waheed are also alleged to be the beneficiary of corruption prevailing at the Collectorate.

However, Additional Collectors Mohammad Tahir, Zeba Bashir Ahmed, Jameel Baloch and Khaleel Yousafani, Deputy Collectors Kasim Khokhar, Mohammad Ibrahim and Asim Rehman remained the star performers at Appraisement East.

Project Director Reforms and Automation Majid Yousafani is being considered for the office of MCC Appraisement East. Yousafani is the driving force behind the successful implementation of WeBOC throughout the country. His team included Aftab Haider, Farrukh Sajjad, Azhar Merchant and Naveed Abbas Memon who extended all support and dedication in the achievement of this milestone.

Collector Exports Javed Ghani is a competent and dedicated officer and he is likely to assign some important assignment.

Sources said that Tariq Bajwa has issued directives that the officers avoiding NMC just to continue reaping benefits out of their postings would be transferred to FBR Islamabad.

Sources said that there are no reports regarding transfer or removal of Chairman FBR Tariq Bajwa, Member Custom Nisar Mohammad Khan and Chief Collector Appraisement South Nasir Masroor. Member Customs Nisar Mohammad Khan is likely to be promoted into Grade-22 at the upcoming Central Selection Board (CSB) meeting and he is likely to move to the Ministry of Commerce.

Additional Collector Mumtaz Khoso, Deputy Collector Mohammad Tahir of MCC Exports, DC Rana Aftab  of Adjudication, Director Gul Rehman and a Deputy Director of PCA delivered extra ordinary performance.
