KARACHI: Model Customs Collectorate of Appraisement (East), PCT Committee has declared components of electronic parts as electricity meters under one PCT heading 9028.3000 to secure government legitimate revenue.
According to details, M/s Creative Electronics (Pvt) Ltd imported consignment of electronic parts which contains capacitors, resistors, integrated circuits, un-mounted printed circuit boards, ferrite core, lithium battery, voltage stabilizer, voltage wire, shunt assembly, variable resistors, LED/LCD panels and switch.
As electronic parts imported under various PCT headings just to evade duty and taxes.
The members of the committee said that the items as presented are essential character of the finished or complete articles therefore, conclusively characterized as electricity meters.
Whereas, the importer’s representative asserted that there were more items which are part of electricity meters like casings with mountings.
Due to the reason, the case also sent to the Adjudication Collectorate, and MCC Appraisement (East) committee brief facts, “Such consignments of PC Boards and components for meters are to be treated as complete meters by virtue of GIR 2, as demand have been raised against all imports in past five years in terms of Section 32(3) of the Customs Act 1969.”
