KARACHI: Model Customs Collectorate of Appraisement (West) has said that all pending inquiry proceedings against customs officials should be completed within two weeks.
According to notification, it noticed delays in inquiry proceedings against civil servants which are tend to be unduly protracted, causing hardships to affected officials and defeating the purpose of speedy disposal of cases.
However; the government repeatedly gives instructions to the inquiry officers through Establishment Division to conduct proceeding expeditiously.
It is informed that a monthly statement of officers will be submitted to the collector by 10th of each month by the Additional Collector incharge Establishment.
The government has given instruction that all pending inquiries will be completed and submitted to the authorized officer within two weeks from the date of issuance of this order and a time-limit will be prescribed for completion of the inquiry to be assigned to an inquiry officer.
Another instruction for inquiry officers is until the inquiry is completed, the inquiry officer, the accused as well as the witness concerned will not be permitted to proceed on leave, training course or will be transferred.
It said that a check-sheet, recording the day-to-day progress, will be maintained by the inquiry officer and the inquiry proceedings once started should be held without interruption as far as possible, on day-to-day basis.
It further added that on receipt of inquiry, the case will be processed expeditiously by the concerned section of the collectorate.
The government officials instructed that the initiating officer should record his assessment of the inquiry officers performance in the ACR.
